Background of the Study
Budget allocation is a crucial determinant of the effectiveness of social welfare programs, as it dictates the resources available for addressing poverty, healthcare, education, and other social services. In Nigeria, reforms implemented between 2023 and 2025 have sought to improve the transparency and efficiency of budget allocations for social welfare (Ogunleye, 2023). The theoretical foundation is that adequate and well-targeted budgetary support can enhance the delivery of social services, reduce poverty, and improve overall quality of life. Empirical studies suggest that countries with transparent and accountable budgeting processes tend to have more effective social welfare systems, which contribute to broader economic and social stability (Adebayo, 2024).
Recent initiatives in Nigeria have focused on participatory budgeting and the use of digital platforms to ensure that budgetary allocations reflect the needs of local communities. However, challenges such as misallocation of funds, corruption, and bureaucratic inefficiencies continue to impede the full potential of these programs (Chinwe, 2025). This study examines how budget allocation processes affect the performance and outcomes of social welfare programs in Nigeria. It aims to determine whether the recent reforms have resulted in more equitable and efficient allocation of resources and how these changes translate into improved welfare outcomes.
Statement of the Problem
Despite increased budgetary allocations for social welfare, many Nigerians continue to experience inadequate access to essential services. The problem lies in the persistent gap between allocated funds and their effective utilization. Bureaucratic inefficiencies, corruption, and poor monitoring systems often result in misdirected or underutilized resources (Ibrahim, 2024). These issues lead to suboptimal outcomes in social welfare programs, undermining efforts to reduce poverty and improve living standards. The disconnect between policy intentions and implementation remains a significant challenge. This study aims to investigate the factors contributing to the ineffective translation of budget allocations into tangible social welfare improvements and to identify strategies to bridge this gap (Nwankwo, 2023).
